Main Purpose of the Role
The Paralegal strengthens community-based human rights interventions by providing legal and strategic support to Human Rights Ambassadors/Reactors. This role reviews and assesses documented human rights violation cases, provides basic legal guidance on appropriate next steps, and ensures accurate referrals or escalations to NACOSA Legal Officers when further legal review is required. The Paralegal builds and maintains district-level referral networks, facilitates sensitisation and human rights training, represents the organisation in relevant forums, mentors field teams, and supports access to justice through effective case follow-up and advocacy.

Key Performance Areas and Responsibilities

Human Rights Networking and Advocacy

  • Develop and implement quarterly district advocacy plans aligned to programme objectives.
  • Apply harm reduction principles across all advocacy and engagement activities.
  • Advocate for the rights and needs of adolescent girls and young women, young people, and key and vulnerable populations.
  • Build strong relationships with communities and district stakeholders, including clinics, the Department of Home Affairs, SAPS, and DSD.
  • Participate in regular programme meetings to review progress, address challenges, and strengthen advocacy impact.
  • Identify service gaps affecting AGYW and collaborate with the programme team to integrate solutions into advocacy plans.
  • Support implementation of the operational plan with the programme team.
  • Build capacity of district key population networks and strengthen collective advocacy.
  • Maintain partnerships with legal aid organisations, SAPS units, social workers, and service providers to strengthen referral pathways.
  • Represent the programme with integrity in stakeholder engagements and respond to external requests professionally.

Sensitisation and Capacity Building

  • Identify priority sub-district and district stakeholders for sensitisation initiatives.
  • Plan and facilitate quarterly sensitisation workshops with programme partners.

Legal Information, Advice and Referral

  • Support and monitor the documentation of human rights violations in communities.
  • Assist clients to prepare affidavits, statements, and complaints for relevant authorities and institutions.
  • Provide guidance on remedies and next steps within the paralegal scope of practice.
  • Facilitate referrals to Legal Aid South Africa, the Human Rights Commission, the Department of Justice, shelters, and psychosocial or health services.
  • Coordinate follow-up with Human Rights Ambassadors/Reactors and service providers to ensure cases progress toward resolution.
  • Identify complex or high-risk cases and refer them to NACOSA Legal Officers for specialised legal intervention.

Gender-Based Violence Response

  • Provide WHO LIVES-informed trauma containment counselling where required.
  • Ensure survivors receive immediate care, including referral for urgent medical support and access to Thuthuzela Care Centres within 72 hours of sexual assault.
  • Follow up on access to immediate care and ongoing support services.
  • Support safety planning and placement in available places of safety.
  • Assist survivors with opening cases at SAPS and provide court support when required.

Human Rights Ambassador/Reactor Supervision and Support

  • Ensure quality control of all case documentation submitted by Human Rights Ambassadors/Reactors.
  • Train field teams on standard operating procedures and data tools for human rights violations.
  • Review cases for accuracy, completeness, and appropriate categorisation.
  • Provide technical support on documentation, follow-up, and case closure processes.

Qualifications and Experience

Qualifications

  • Certificate or Diploma in Paralegal Studies, Human Rights, or a related legal or social justice field.
  • Accredited community paralegal training or recognised short courses in human rights, legal rights awareness, or access to justice preferred.

Experience and Skills

  • Minimum of two years’ experience in lobbying, advocacy, human rights, or programming within public health or HIV-related programmes.
  • Proven experience facilitating trainings and workshops.
