Main Purpose of the Role

The Clinical Manager ensures the delivery of integrated, high-quality health interventions informed by needs assessments. Key services include HIV testing and self-screening, PrEP provision, ARV treatment and viral load monitoring, TB and STI screening and treatment, sexual and reproductive health services, prevention of vertical transmission, post-violence care, and HPV screening. The role is responsible for establishing linkages to care, managing healthcare needs, ensuring treatment adherence, and driving continuous improvement in service delivery in line with NACOSA, NDoH, and Global Fund standards.

Key Performance Areas

Leadership

  • Oversee implementation of AGYW/AYP biomedical interventions in the district.
  • Serve as direct line manager for the biomedical clinical field team.
  • Participate in the recruitment process for all biomedical staff.
  • Identify training needs across all staff categories and facilitate professional development.
  • Lead by example, sharing knowledge and skills to foster team growth.
  • Manage unethical, unwise, or incompetent practices as they arise.
  • Attend relevant NACOSA meetings and facilitate monthly and ad hoc staff meetings.
  • Conduct onsite supervision and complete supervisory tools.
  • Compile and submit monthly reports to the Programme Manager.
  • Identify and develop champions for specific portfolios, e.g., HTS or QA.
  • Conduct bi-annual one-on-one performance reviews with biomedical staff.
  • Monitor monthly staff timesheets and coordinate with Human Resources to ensure compliance with protocols.

Company Strategic Intent

  • Implement the AGYW/AYP programme according to NACOSA and Global Fund guidance.
  • Comply with all safety policies, practices, and procedures, reporting unsafe activities to Senior Management or HR.
  • Adhere to organisational SOPs, guidelines, and agreements.
  • Implement NDoH and NACOSA SOPs and clinical guidelines.

Mentoring and Technical Support

  • Support Registered Nurses with case management tool implementation.
  • Monitor weekly reporting and sign-off of tools submitted to SR M&E.
  • Guide Nurses in NIMART implementation for beneficiaries.
  • Facilitate complex case discussions with multi-disciplinary teams at SR level as needed.
  • Lead operational planning and manage service delivery indicators.
  • Support Nurse Mentors with training and mentoring activities.
  • Perform logistical and administrative tasks to ensure smooth programme implementation.
  • Maintain records of all clinical and mentoring activities.
  • Ensure clinical guidelines, SOPs, and tools are accessible to all biomedical staff.

Quality Assurance and Clinical Governance

  • Stay updated on new clinical developments, in-service training, journals, policies, and procedures.
  • Set organisational goals and interventions to ensure quality service delivery.
  • Ensure all medical equipment is functional and compliant with standards.
  • Implement and maintain infection control policies and quality assurance programmes.
  • Conduct bi-annual assessments of clinical staff performance.
  • Oversee Rapid Test Continuous Quality Improvement, including independent quality control and proficiency testing for HIV RDTs.
  • Participate in clinical compliance assessments (baseline, midterm, and exit) with NACOSA clinical team.
  • Conduct monthly folder audits covering HIV+, STI, TB, and HIV indicators.
  • Supervise the implementation of complaints, comments, and compliments procedures.
  • Oversee Client Satisfaction Surveys to inform service improvement.
